You might be saying “SIT, SIT, SIT, SIT!” Yet all your dog is hearing is, “I don’t really need to listen when you tell me something the first time.” For a dog to listen to you, they need to see you as their leader, of the alpha dog. The alpha only asks nicely once, if they don’t get what they want, they make this known. This does not mean go hit your dog of they don’t listen. Yet rather, if your dog does not come the first time they are called, don’t ask again, but walk over to them and bring them to the spot you were in, they will get the idea. If you make it clear that you will get what you want, your dog will give it to you willingly and happily.
